The COLUMBIA Class Program Office is responsible for the construction of COLUMBIA Class submarines, technical and design management, financial and budget management, shipyard and vendor support of submarines, logistical support, quality assurance (SUBSAFE), and post-delivery submarine certifications and test programs.In this role, you will:
  • Provide routine administrative support to a RDT&E Program Manager, including but not limited to scheduling industry days, coordinating with vendors to develop performance work statements, concept of operations, integrated master schedules, etc.
  • Provide critical support in a multi-disciplinary, multi-agency integrated product team of professional acquisition personnel across multiple sites nationwide.
  • Oversee collaborative development of requirements and programmatic documents (MOUs, SOWs, Project Outlines, etc.) with stakeholders.
This position is located in the Washington DC Navy Yard, with potential for travel.Salaries are commensurate with experience and qualifications, as well as market and business considerations. Washington, D.C. Pay Transparency Range: $120-140k. Qualifications:Required Qualifications:
  • Bachelor's Degree in a technical or a related field

Must have proven experience in PLC logic and programming with any of the following PLCs: Allen Bradley, Modicon, GE Fanuc, Siemens, Automation Direct, Mitsubishi etc. Must be able to create and read logic and flow diagrams for program design, programming, simulation and testing, and startup. Experience with logic auto-generation from templates using VBA applications.The ideal candidate will have a proven track record in programming leadership as well as the ability to develop and implement standard engineering practices, as well as provide detailed documentation upon project completion. This person will be the project technical lead and will be responsible for some project management activities with a strong knowledge of reading and developing electrical schematics using AutoCAD Electrical.ESSENTIAL JOB FUNCTIONS INCLUDE:
  • Safety aspects of equipment including safety behavior index, developing, and implementing Pre-Task guidelines for new process and re-process installations.
  • Understanding of manufacturing processes and ability to develop / design new processes for the least amount of cost and reduction of manpower.
  • Taking a leadership role for controls issues that occur during the shift, implementing a plan to correct and follow up of any required controls items from the other shifts.
  • Provide training and guidance to maintenance staff and trades personnel related to PLC equipment.
  • Interact directly with suppliers on all new model tooling, re-processing, and equipment kits.
  • Determine the root cause of down time and implement error-proofing to prevent them in the future.
  • Ability to work and direct hourly work force in a non-union environment.
  • Knowledge in the electrical build area from panel wiring to debug of automated equipment which includes AGV transfer system, Floor chain transfer system controls, Laser cutting machines, Break presses, Blast booth controls systems and any other electronically controlled hydraulic equipment.
  • Ability to read and correct electrical build prints, 1-line electrical diagrams and schematics including hydraulic and pneumatic controlled process flow diagrams.
  • Understand and develop a computerized predictive and preventative maintenance program.
  • Need to have a high mind set of reducing MTTR and increasing MTBF and completion of any projects on time as planned without slipping the dates.
  • Need to be able to work on weekends if the maintenance team needs any help and/or if there are any special projects scheduled on weekends.
  • Understand and develop CompactLogix 1769-L36ERM, L32E, Guard Logix L43S, SLC 500 and servo motion control Kinetix 5500 drives.
  • Should be able to understand the ABB IRC5 or Fanuc robot programming language.
  • Proficient in using AutoCAD software for Architectural, MEP and Electrical schematics.
  • Knowledge of creating and modifying automation cells HMI screens and should be capable to be able to diagnose and troubleshoot automatically controlled industrial HVAC and AMU.
  • Project management skills to manage and launch Automated Robotic and PLC controlled manufacturing cells with seam tracking arc welding experience. Proficient using any type of proximity sensors (capacitive, inductive, magnetic, optical & ultrasonic), sensor signals (NPN, PNP, 0-10V & 4-20mA) and VFDs.
  • Understand pneumatic and hydraulic circuits.
  • Ability to travel domestically 10-15% of time for assessing suppliers, training and capital equipment and automation cell reviews and buy off at vendor locations.
JOB SPECIFICATIONS:
  • Bachelor’s degree in engineering with focus on Controls or Electronics or equivalent experience. Master’s degree nice to have.
  • Bachelor’s degree with 2+ years or Master’s degree with 1+ year related experience.
  • Strong computer skills and experience in the use of Microsoft Suite (Excel, Power Point, and Word); and Microsoft Project.
  • Must be able to work effectively with personnel at all levels.
  • Must have experience working in a regulated environment.
  • Must be able to accomplish results independently.
  • Must be willing to come to the plant on weekends as needed to manage the equipment repairs to make sure it is repaired before production starts on Monday morning.

PREFERRED QUALIFICATIONS:

  • Experience and schooling focused on control systems development.
  • Experience in Automotive, Metals, & High volume- High Mix manufacturing Industry is a plus.
  • Knowledge about Industry 4.0 and IIoTs applications and integration of AI systems through PLCs for machine learning and big data gathering and analysis.
  • Proficient in Microsoft Suite, AutoCAD, GANTT Charts and other project management tools
  • Experience in implementing/Tracking/Collecting OEE data with PLC/HMI/ systems is a plus.
  • Understanding of Robotic programing formats, electrical debug, and mechanical debug: Kawasaki, (inc AD, C, D controllers), Fanuc, (inc R30i controllers, DCS software), ABB, (inc S4, S4C Plus controllers, EPS software)
  • Understanding of Programming languages such as RSLogix 5, RSLogix 500, RSLogix 5000, PanelBuilder software's, Allen Bradley Drive Tools software's, Symax, Unico, & Allen Bradley GML.
  • Ability to stay on the floor for long time to analyze and understand the equipment down time issues.
  • Ability to come up with creative ideas to eliminate the repeated down time issues on various manufacturing machines and equipment.
  • Strong motivation to implement new technology and Robot automation.
