Assist in development, maintenance, and preparation of briefings; attend meetings and prepare minutes; and research and prepare responses to action items.Examples are, but are not limited to, the following:
  • Foreign Customer Program Management Reviews (PMRs) and Financial Management Reviews (FMRs).Quarterly Program and/or Progress Reviews (QPRs) • Milestone Reviews, Gate Reviews, or Resources and Requirements Review Board (R3B). • Shipbuilder Program Reviews, including Post-Award Conferences and logistics meetings.
Requisite tasking and functions include:
  • Translate complex combat ship system requirements and processes to develop FMS acquisition strategies and documentation.
  • Provide advice on FMS acquisition planning and execution, development of contracting strategies, as well as, innovative contracting strategies/recommendations.
  • Provide Significant senior level FMS acquisition experience including the development and review of acquisition documentation (e.g., Acquisition Strategies (AS), APB's, Acquisition Plans (AP), Individual/Program Streamlined Acquisition Plan (ISTRAP/PSTRAP, J&A's, C4 Memos).
  • Provide quality assurance on all acquisition documentation.
  • Facilitate acquisition team meetings and contract negotiation efforts internal and external stakeholder with customer.
  • Independently lead PR development and review efforts, including SOW and CDRL development
  • Research and develop tools to standardize SOWs, PRs, and other procurement-related products and databases.
  • Develop and document training programs to improve the quality of PR package submissions.
  • Assess and provide guidance on new and existing acquisition policies and procedures and assist, as necessary, in the development and/or maintenance of acquisition information and documentation.
  • Lead a team of FMS analysts in support of a Navy FMS program office.
Required Skills:
  • Significant NAVSEA FMS Experience with developing and reviewing Acquisition documents
  • Excellent organizational and communication skills
  • Skillful writer with ability to record technically complex topics
  • Acute attention to detail
  • 15+ years program management, Government technical management, or Industry business management, with 7+ years in DoD/DoN program, contracts, or acquisition management
  • Preferred: 20+ years program management, Government technical management, or Industry business management, with 10+ years in DoD/DoN program, contracts, or acquisition management
  • DoD/DoN procedures and Policies (DoD 5000 process); DoD/DoN contracting; experience communicating with SES/Flag level personnel; development of DoN acquisition document (e.g. Acquisition Strategy, Acquisition Program Baseline); supervisory; ship building experience; Foreign Military Sales; Military Sealift Command procedures and processes
  • Bachelor's degree in Engineering or Business Management discipline
  • Preferred Master's in Engineering or Business Management discipline
  • Project Management Professional (PMP) for ten years
  • Secret Clearance verifiable in DISS.
Salary:
  • The salary for this position is likely $100,000.00 - $150,000. Salary ranges are not, however, a guarantee of compensation or salary; rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
