Job title: FSET - Systems Engineer 3 (Afloat) Site Lead - Top Secret Clearance

  • Work with the AOR Lead to identify available FSEs for assignment to the upcoming CSG or ARG, ensuring the proper mix of engineering skills are applied.
  • Work with the AOR Lead and team leads to determine deployment rotation cycle and integration of other AOR assets.
  • Respond and delegate to the appropriate FSE, taskings from AOR Lead and/or FRD as required.
  • Assist the AOR Lead in developing a response plan for requests for support outside the normal Fleet Response Plan (FRP), (HADR, Speed to Capability insertions, emergent requests for support).
  • Coordinate approval of PTO/Vacation with the AOR Lead and in coordination with OCF task leadership (VOSIP, MOC, GBIT) as required.
  • Monitor INTELSHARE, ensuring that all FSEs are accurately inputting FSET Engagement Status Reports (FESR) on technical assistance provided to the fleet.
  • Input INTELSHARE FSR offline reports for those FSEs unable to reach the INTELINK site.
  • Report any changes in schedules, schools, underway travel, PTO, etc. to the AOR Lead and program leadership.
  • Draft / provide inputs for the FRD weekly report or draft the FRD weekly report and submit to the AOR Lead.
  • Review and approve timecards on a weekly basis.
  • Ensure direct reports, including subcontractors, are completing corporate and government mandatory training.
  • Ensure direct reports, including subcontractors, are maintaining their CSWF (IA and OS as required) credentials.
  • Participate in the weekly staff meeting with the FSET PM and PMO staff, highlighting events in your AOR and how we are supporting the customer.
  • Attend the bi-yearly government Program Managers Review as directed.

  • Minimum Qualification:
  • BS in Information Technology (or equivalent technical degree) or 8+ years technical experience with Afloat Navy or Marine Corps C4I systems required.
  • Preferred Certifications:
  • Certification as IAT2 (per DoD Inst 8750.1 and Navy requirements) with appropriate IA certification required and computing environment certification highly desired. Operating systems can include Windows, Linux, Cisco and Solaris. VMWare and NetApp highly desired.
  • Skills:
  • Must be responsible for the day-to-day activities of assigned FSET personnel administratively and professionally.
  • Must be able to troubleshoot end-to-end connectivity, for IT and RF communications systems, involving multiple sites and multiple systems.
  • Must be able to provide OJT to less experienced FSEs and Navy technical personnel.
  • Must be able to read, understand and interpret technical documentation, schematics, SOPs, and other documents relating to the operation and configuration of Navy C4I Systems.
  • Must be able to communicate well both orally and in writing.
  • Must be able to communicate well with senior Navy officials and technical personnel.

  • Other Requirement:
  • Candidate’s primary work will be in an office, or when required aboard Navy ships in an equipment or computer room. To provide required service to fleet assets, work at times other than normal working hours may be required. Premium pay will be paid for underway periods.
  • Supervisory Responsibilities:
  • Review timecards daily, ensuring activity codes, job codes, holidays and hours are recorded correctly. Approve timecards weekly.
  • Ensure direct reports are completing corporate and government mandatory training.
  • Ensure direct reports are maintaining their CSWF credentials.
  • Review and approve expense reports.
  • Assign your direct reports to training offered by FRD.
  • Participate in weekly staff meetings.
  • Review, approve and forward Travel Authorization Requests (TARs). Ensure all tasks associated with travel are completed in a timely manner.
  • Conduct employee counseling as required. Record all counseling if adverse.
  • Ensure direct reports complete Annual Performance Reviews, goals and development plans.
  • Provide updates to the FSET Workbook and other program documentation as requested.
  • Review resumes from Recruiting, referrals as necessary.
  • Conduct interviews.

Responsibilities
  • Perform inspections on HVAC systems and components (e.g. heating units, building exhaust fans, ventilation units, etc.) to evaluate condition, identify necessary repairs, and recommend or perform preventive maintenance. Cleans, lubricates, and repacks the working parts of the system.
  • Tracks performance of routine and preventative maintenance to ensure availability of HVAC systems and troubleshoot HVAC/R systems with complex problems and extensive repairs, requiring judgement to locate malfunctions.
  • Respond to service calls and preventive maintenance inspections and produce reports in writing through computerized maintenance management system (CMMS) regarding malfunctioning / inoperable equipment.
  • Respond to emergencies during and after hours to resolve issues. Diagnoses causes of problems and/or failures in HVAC systems for identifying equipment and/or systems repair and/or replacement needs.
  • Install, repair, and maintain large commercial and industrial ventilation, refrigeration, air conditioning (AC), and cooling systems with complex problems and extensive repairs.
  • Independently perform recurring work on exhaust fans, boilers, air handlers, pump, motors, air dryers, and other related HVAC equipment including, but not limited to, HVAC control and monitoring systems.
  • Installs, modifies, overhauls, repairs, and maintains a variety of complex HVAC equipment air conditioning, air handlers, pumps, motors, valves, heating systems, and associated auxiliary and control equipment.
  • Works with engineering or scientific personnel to discuss plans, modifications, and user needs. Reviews available plans, specifications, or drawings; determines the size, shape, and location of equipment.
  • Performs design, modification, maintenance, and repair of critical environmental and energy support systems and associated highly sensitive state-of-the-art computerized controls and air quality monitoring systems located within US-Only areas of Intelligence and Security Command (INSCOM) Sensitive Compartmented Information Facilities (SCIFs).
  • Provides critical advanced technical knowledge in support of unique security requirements inherent in Intelligence and Security Command (INSCOM) Sensitive Compartmented Information Facilities (SCIFs) operations including sound baffling techniques / equipment and the resolution of compromising electrical currents, as sustainment of high system availability rates.
  • Produces classified technical documentation outlining in depth technical findings and recommendations.
  • Provides design, emergency non-routine fault isolation of smoke removal systems, fire detection / suppression equipment used exclusively in critical, highly sensitive Military Forces installations.
  • Performs system and subsystem diagnostics and scheduling and maintaining complex electronic environmental systems, calibration, and lubrication of unique components and controls used to provide and monitor precise environmental conditions within SCIFs housing unique military intelligence equipment, scientific devices, and technologies.
  • Performs periodic, worldwide deployments in strategic and tactical mobile facility environments. Provides expert technical assistance for a 24-hour operational environment with limited documentation resources.
  • Responds to off-duty (evening and weekend) calls to support critical system outages and to provide rapid fault isolation and resolution concerning environmental factors affecting ISR system performance to include developing technical documentation for ISR support system layouts.
  • Supports U.S. Army systems on site whenever and wherever deployed. Available to deploy to other countries and/or theaters to perform quick reaction technical support to U.S. forces worldwide, military contingency missions, and requirements in potentially hazardous work environments.
  • HVAC technicians shall perform a daily surveillance walk-through, at the beginning and before the end of their shift, of all position description related equipment locations to ensure equipment is operating efficiently.
  • Technician shall be knowledgeable of all current safety policies, procedures, and required personal protection equipment (PPE) related to their assigned job description in accordance with Occupational Safety and Health Administration (OSHA), facility, system equipment security, Environmental Compliance Assessment Protocol (ECAP) and National Electrical Code (NEC) safety standards.
  • To include, but not limited to, fall protection requirements, confined spaces, oil spills and HVAC liquid chemicals handling.
  • Technician shall also wear their appropriate safety equipment at all times while performing their assigned task.
  • Technicians shall also be required to periodically attend safety training classes related to their job description.
  • Submit work order documentation to DPW for building / equipment repairs.
  • Performs day-to-day operations of variety building operations systems as needed, including Tridium Niagara Open Framework controls system and other common closed framework controls system such as JCI Metasys, etc.
  • Uses a variety of hand tools, interpreting control drawings, plans and specifications to mount, assemble, test, and program the controls system.
  • Maintain and update system schematics through red line system changes and create, if necessary, mechanical and control system schematics.
  • Maintain logs of temperature, humidity, pressure differentials of operating rooms and other critical spaces.
  • Make any repairs or adjustments to electrical controls of HVAC equipment to maintain temperature, humidity, and pressure differentials per regulatory requirements.
  • As required, assist in oversight or escort for contractors on repair / renovation projects.
QualificationsEducation / Certifications:
  • College, Vocational School, or High School diploma or equivalent and a combination of 10 years of education and experience leading to licensure as a Master HVAC, or equivalent licensure or certification at a State level, OR
  • 12 years of experience in an equivalent Military HVAC training / certification.
Security Clearance Requirement:
  • Must be a US Citizen with Final Top-Secret Clearance based upon a TIER 5 Background Investigation, and favorable eligibility determination for access to Sensitive Compartmented Information (SCI) IAW ICD 704.
  • Some positions or assignments may require a Counterintelligence (CI) Scope Polygraph, especially those requiring access to TDN2.

  • Support SIGINT, FISINT, GEOINT, HUMINT, CI, TECHINT, OSINT, and All Source Intelligence for tasking, collection, processing, exploitation, production and dissemination at all echelons from tactical to national in multi-domain environments.
  • Conduct installation, de-installation, reconfiguration, modification work orders and updates of computer hardware and software in local, regional, or global intelligence architectures including NIPRNet, SIPRNet, JWICS, TDN2, Special Access Programs (SAP) networks and coalition networks.
  • Assist with configuration assessments, fielding, testing, modernization, reset, de-fielding, demilitarization and disposal of sensitive equipment.
  • Inspect, test, diagnose, troubleshoot, repair and perform preventive maintenance on complex antenna and radio frequency distribution systems.
  • Performs tests on electrical, electro-optical, and electro-mechanical equipment using multi-meters, oscilloscopes, signal generators, spectrum analyzers, bit error rate testers (BERT), and other complex and specialized test measurement and diagnostic equipment (TMDE), wire diagrams, logic and signal flow charts, technical manuals, troubleshooting charts, performance aids, schematic, and logic diagrams.
  • Repair analog and fiber optics cables.
  • Perform pre and post-flight inspections on Aerial-Intelligence, Surveillance, Reconnaissance Systems (A-ISR) mission equipment and data link.
  • Submit standard and non-standard repair parts requests.
  • Prepare equipment for transportation or shipment.
  • Prepare maintenance, property accountability, and transportation forms and records.
QualificationsEducation / Certifications:
  • Associate's Degree in Electronics or related fields from an accredited college / university and two (2) years of relevant experience or four (4) years of military or civilian equivalent training in Military Intelligence (MI) Systems Maintenance and Integration.
  • Information assurance certifications for Tier I and II computer, servers, networks and global intelligence architectures integration required for technicians performing in computing environment; six-month waiver authorized.
Security Clearance Requirement:
  • Must be a US Citizen with Final Top-Secret Clearance based upon a TIER 5 Background Investigation, and favorable eligibility determination for access to Sensitive Compartmented Information (SCI) IAW ICD 704.
  • Some positions or assignments may require a Counterintelligence (CI) Scope Polygraph, especially those requiring access to TDN2.

ResponsibilitiesMajor Job Activities:In this role you will be expected to have an in-depth software engineering knowledge and to write code using C#.
