ResponsibilitiesMajor Job Activities:Provide communications and project planning. The contractor shall:
- Administer, manage and perform planning and implementation activities.
- Provide continuity for deployed United States Air Force (USAF) personnel on all projects and serve as the focal point for all communication systems planning.
- Convene and lead planning meetings, video conferences, and teleconferences.
- Coordinate with SMEs, local command, and external agencies to develop and brief project plans.

Responsibilities
- Analyze, diagnose, and repair DDC control systems and unit controllers, including Chillers, DX units, Air-handlers, Fan coil units, CRAH units, in-row coolers, and other building HVAC system components.
- Perform end-to-end testing, programming, start up, performance verification, and servicing on assigned project, including variable frequency drives, wiring, and control panels of these systems.
- Perform day-to-day operations of variety building operations systems as needed, including Tridium Niagara Open Framework controls system and other common closed framework controls system such as JCI Metasys, etc.
- Using a variety of hand tools, interpret control drawings, plans, and specifications to mount, assemble, test, and program the controls system.
- Maintain and update system schematics through red line system changes and create, if necessary, mechanical and control system schematics.
- Create control algorithms, download source code to controllers manage system databases, and implement an animated front-end graphical user interface.
- Maintain Controls Database with up-to-date digitalized hardware manuals, notes, photos, schematics, and UL data.

- Respond to emergency situations, such as HVAC outages, to minimize or prevent loss of property, damage to research activities, and disruption to life-safety systems.
- Supports U.S. Army systems on site whenever and wherever deployed. Available to deploy to other countries and/or theaters to perform quick reaction technical support to U.S. forces worldwide, military contingency missions, and requirements in potentially hazardous work environments.

Responsibilities

- Conducts complex inventory, distribution and network studies, monitors inventory, and analyzes requirements in order to develop strategies to achieve desired delivery times.

Responsibilities
- Serve as the senior facilities engineer responsible for designing, reviewing, and planning for installation master planning support related to contract supported units at worldwide locations. - Investigate and determine facility requirements relating to unit relocations, realignment, transfer, and equipment de-installation / installation. Determine efficient utilization of available facilities for operation of mission systems / equipment. Provide cost estimates and programming data in support of such moves. Assist with preparation of documentation required by AR 5-10 or other MILCON regulations.
- Provide technical advice and guidance to Government engineers and military construction programmers in investigating infrastructure, facility space, utility system shortfalls, structural requirements, and in coordinating the work of other engineering disciplines to produce the required functional outcome.
- Review Government furnished reports, studies, master plans, and facility requests to identify deficiencies. Provide comments in the planning and programming of construction, renovation, repair, and redesign efforts by the Government.
- Review Government furnished engineering design proposals and submissions for adequate engineering and architectural treatments, and the suitability of architectural design solutions.
- Manage software application for tracking space usage and space requirements to identify present deficiencies. Based upon Government operational plans, estimate future facility requirements for construction planning. Track leased space usage and identify cost effective solutions for the continued use of leased space. Review space request documentation, existing facility space use, or proposed space layout, and provide comments, analysis, and alternative solutions / recommendations.
- Provides engineering support for inclusion in the preparation of Military Construction (MILCON) Project Data submissions. Reviews MILCON technical documentation, deficiencies and provides comments. Provides technical analysis in support of various technical and program documents and assesses the impacts such programs will have on the command and the operation of the equipment and facilities supporting operations worldwide.
- Evaluate processes and procedures used in facility and space management. Identify deficiencies and provide comments, recommendations, and proposed solutions to remedy deficiencies. Develop database and collect data for space management and building management problems.
- Prepare and submit technical plans for the stationing and realignment (activate, close, drawdown, transfer, etc.) of INSCOM units / sites worldwide. Prepare analyses following U.S. Army policy and procedure guidelines that will become part of the Government stationing decision process.
- Assist overseeing the maintenance, repair, construction, and operation of all assigned systems and supporting infrastructure. Responsibilities
- 3D design experience in solid modeling programs such as SolidWorks, Unigraphics or Pro-E is a plus.
- Provide professional engineering support for heating, ventilating and air conditioning (HVAC) planning for contractor supported locations and facilities.
- Support equipment within the designated strategic (fixed), tactical and mobile facilities or mission equipment shelters and systems inside or outside the secure areas.
- Provide testing and balancing services and support for air and water systems.
- Review engineering design proposals, design drawings, specifications, other technical document submissions, and recommend improvements.
- Provide advice and guidance to Government engineers involving all aspects of HVAC facilities design, construction, operation and maintenance, or repair.
- Review reports and studies to identify deficiencies and participate in the planning of construction / redesign programs.
- Utilize appropriate software and hardware tools to track load changes or other parameters of design, construction, operation, and maintenance and repair.
- Establish energy and heat load budgets with the objective of identifying current deficiencies, anticipating future requirements, and estimating factors that need to be included in construction planning.
- Evaluate and recommend methods of load control (including remote and tele-metering techniques) to reduce utility demand and costs.
- Prepare design concepts, program development brochures, MILCON programming documents, cost estimates, economic analyses, plans and specifications, and all related construction project documentation for construction projects to be executed through contract or with Government in-house resources.
- Inspect construction projects or existing facilities to identify deficiencies, recommend changes, ascertain compliance with plans and specifications, or for other designated purposes.
- Provide guidance, direction, and assistance to technicians working in related disciplines.
- Maintain technical liaison and communication between on-site technicians and the COR.
- Bachelor's degree in Mechanical Engineering from an accredited college / university with at least four (4) years of diversified professional engineering experience.
- Professional registration preferred.
- Knowledge of design and operation of various HVAC technologies and installation within commercial or military facilities.
- Application engineering with experience in design, installation, operation and maintenance of automatic control systems (Direct Digital Controls and Building Automation Systems).
- Fluent in English, including the ability to read, write and comprehend technical documentation, schematics and diagrams written under the ANSI standards.
- Must be a US Citizen with Final Top-Secret Clearance based upon a TIER 5 Background Investigation, and favorable eligibility determination for access to Sensitive Compartmented Information (SCI) IAW ICD 704.
- Some positions or assignments may require a Counterintelligence (CI) Scope Polygraph, especially those requiring access to TDN2.

Responsibilities
- Develop and update training objectives, training strategies, Programs of Instruction (POI), Lesson Plans (LPs), training charts, training aids, surveys, and other training material.
- Coordinate with requiring organizations and develop training schedules.
- Coordinate training equipment / systems sustainment and other resources to ensure an effective training program.
- Provide formal written and verbal feedback to students and other interested parties with regard to student capabilities to perform learned skills in strategic and tactical environments.
- Instruct students in tasks required to perform preventative maintenance, system operation, and interpretation of Built-In Test Equipment (BITE) message results at the operator level.
- Instruct students on the complete warm-up and checkout procedures used in preparation for systems operation.
- Instruct students in proper site selection, equipment set-up, initialization procedures, system operation under adverse conditions, and preparation for movement and redeployment.
- For Maintenance Trainers, Bachelor’s degree in Electronics or Logistics from an accredited college / university plus four (4) years of military / civilian equivalent experience in MI Systems Maintenance and Integration; OR
- For SIGINT Trainers, Bachelor’s degree in Intelligence, Political Science, Psychology area from an accredited university plus four (4) years of military or civilian equivalent experience in SIGINT, OR
- Associate's degree or Technical Certification from an accredited institution and six (6) years of military or civilian equivalent experience as an MI Systems

Responsibilities
- Responsible for completing various general and specialized trade skills including, but not limited to, electrical, carpentry, painting, concrete, plumbing, welding, drywall, door hardware, or various ceiling and flooring systems.
- Duties may also include maintenance of structures surrounding a facility such as fencing, gates, area lighting, sidewalks, and pavements.
- Responsible for infrastructure sustainment activities.
- Repair and change locks in the building and perform complex lock servicing to ensure maximum safety of all people.
- Responsible for the disassembly, movement, reassembly, and installation of facility furnishings.
- Responsible for developing supply estimates for various projects, gathering technical data, evaluating / formulating safety procedures, and material and fiscal requirements for assigned projects.
- May assist project coordinator in planning, cost estimating, designing, developing, and completing local projects.
- Technician shall be knowledgeable of all current safety policies, procedures, and required personal protection equipment (PPE) related to their job description, in accordance with Occupational Safety and Health Administration (OSHA), facility, system equipment security, Environmental Compliance Assessment Protocol (ECAP) and National Electrical Code (NEC) safety standards.
- To include, but not limited to, fall protection requirements, confined spaces, oil spills and HVAC liquid chemicals handling. Technician shall also wear their appropriate safety equipment at all times while performing their assigned task.
- Technicians shall also be required to periodically attend safety training classes related to their job description.
- Able to lift and/or carry objects up to 50 pounds, as well as climb ladders, walking up several flights of stairs, working on elevated surfaces, and/or work in unusual or uncomfortable body positions or environmental conditions.
- Some positions involve performance of work outdoors during various weather conditions.
- As required, assist in oversight or escort for contractors on repair / renovation projects.
