Responsibilities
  • Serve as the senior facilities engineer responsible for designing, reviewing, and planning for installation master planning support related to contract supported units at worldwide locations. Specializes in design and drafting (CADD) via computer use, working with other Government and contractor engineers to perform Facility Planning Program tasks.
  • Investigate and determine facility requirements relating to unit relocations, realignment, transfer, and equipment de-installation / installation. Determine efficient utilization of available facilities for operation of mission systems / equipment. Provide cost estimates and programming data in support of such moves. Assist with preparation of documentation required by AR 5-10 or other MILCON regulations.
  • Provide technical advice and guidance to Government engineers and military construction programmers in investigating infrastructure, facility space, utility system shortfalls, structural requirements, and in coordinating the work of other engineering disciplines to produce the required functional outcome.
  • Review Government furnished reports, studies, master plans, and facility requests to identify deficiencies. Provide comments in the planning and programming of construction, renovation, repair, and redesign efforts by the Government.
  • Review Government furnished engineering design proposals and submissions for adequate engineering and architectural treatments, and the suitability of architectural design solutions.
  • Manage software application for tracking space usage and space requirements to identify present deficiencies. Based upon Government operational plans, estimate future facility requirements for construction planning. Track leased space usage and identify cost effective solutions for the continued use of leased space. Review space request documentation, existing facility space use, or proposed space layout, and provide comments, analysis, and alternative solutions / recommendations.
  • Provides engineering support for inclusion in the preparation of Military Construction (MILCON) Project Data submissions. Reviews MILCON technical documentation, deficiencies and provides comments. Provides technical analysis in support of various technical and program documents and assesses the impacts such programs will have on the command and the operation of the equipment and facilities supporting operations worldwide.
  • Evaluate processes and procedures used in facility and space management. Identify deficiencies and provide comments, recommendations, and proposed solutions to remedy deficiencies. Develop database and collect data for space management and building management problems.
  • Prepare and submit technical plans for the stationing and realignment (activate, close, drawdown, transfer, etc.) of INSCOM units / sites worldwide. Prepare analyses following U.S. Army policy and procedure guidelines that will become part of the Government stationing decision process.
  • Assist overseeing the maintenance, repair, construction, and operation of all assigned systems and supporting infrastructure. This includes responsibility for work control, planning, infrastructure, facility support, and plant operations. Responsible for maintenance, repair, construction, and operation of facilities to insure cost effective and reliable support.
  • Immediately deployable to worldwide locations, in potentially hazardous work environments, to perform QRC / technical support to U.S.
  • Coordinate with military commander’s planning staff in theater to develop comprehensive plans to assure the disparate interests and responsibilities of supported and supporting organizations are recognized and included in master plans for relocation and realignment activities.
  • Applies technical and/or military knowledge, skills, and experience, along with U.S. Army unique military engineering and intelligence knowledge, skills, and experience acquired during military service and training, to develop program management plans using Microsoft Project software.
QualificationsEducation / Certifications:
  • Bachelor’s degree in an Engineering discipline from an accredited university with ten (10) years of diversified experience and familiarity with military branches and mission.
Security Clearance Requirement:
  • Must be a US Citizen with Final Top-Secret Clearance based upon a TIER 5 Background Investigation, and favorable eligibility determination for access to Sensitive Compartmented Information (SCI) IAW ICD 704.
  • Some positions or assignments may require a Counterintelligence (CI) Scope Polygraph, especially those requiring access to TDN2.
Experience / Skills:
  • Military construction Planning and Programming, including familiarity with the Army Programming, Administration and Execution (PAX) System.
  • Must specialize in the use of computer in design and drafting (CADD).
  • Work with clients / customers, translating user functional requirements into facility requirements / characteristics.
  • Familiarity with military construction standards and Corps of Engineers specifications guides, with emphasis on SCIF construction requirements / standards.
  • Familiarity with the Military Construction design process / Master Planning process.
  • Familiarity with Corp of Engineer Regulations regarding construction, alteration, repair, and maintenance of real property assets.
  • Familiarity with Army space management regulations governing personnel space allocation and usage.
  • Management of the Facility Engineering activities at large, complex facilities or groups of buildings.
  • Knowledge of relocating military activities from one installation to another, including conducting unit / site surveys, development of construction requirements at the gaining installation, construction execution, and closeout activities at the losing installation.
  • Familiarity with the EPA Air Conditioning Law.
  • Command of fluent English, including the ability to read, write, and comprehend technical documentation, schematics, and diagrams written under the ANSI standards.

Responsibilities

  • Develop Plans of Actions & Milestones (POA&M) with metrics that ensure sustainment and execution of facility sustainment, restoration, and modernization (FSRM) programs

  • Develop and maintain FSRM out-year requirements, especially the life-cycle maintenance and repair (M&R) program for the facilities.

This role will primarily work at the program office located on Patrick Space Force Base (PSFB), FL working with our program Engineer Lead, facilitating collaboration with Key Subcontractors, the Customer Team, Program and Functional Support team members, and is a direct report to the Mobile Sensors Program Manager.This position requires some travel to CONUS and OCONUS locations for an estimated annual rate of 15%.QualificationsJob Duties and Responsibilities:
  • Serve as the MS CK Radar System Sustainment Subject Matter Expert (SME) to ensure all related technical issues are documented and addressed as quickly and effectively as possible.
  • MSMO Point of Contact (POC) for Radar System challenges that cannot be resolved by onboard Radar Operators; support all troubleshooting, generate After Action Reports (AAR) post resolution.
  • Serve as the primary Technical Liaison between MSMO and suppliers for CK Radar Sustainment. Remains connected to the needs of CK systems and personnel who operate/maintain the platform.
  • Lead and oversee all team efforts to document/track to completion all preventive and corrective maintenance to Radar.
  • Main contributor to the MS Configuration Management Process; heavily involved in Configuration Change Requests (CCR) progression.
  • Leads Return Material Authorization (RMA) activities, ensuring hardware gets repaired or replaced.
  • Analyze engineering proposals, generate technical evaluations, and be able to produce sole source justification documentation in support of program subcontracting and material procurements.
  • Analyzes equipment failures to determine root cause and recommends corrective actions to company or customer representatives to coordinate solutions.
  • Review field support requirements, handbooks for technical adequacy, and engineering drawings and related documents.
  • Lead program engineering symposium with customer program office and select Radar OEM Engineers to discuss system issues/challenges, requirements of updates, upcoming hardware/software, possible DMS issues and other related topics to the quality/welfare of our Radars.
  • Participates in V2X New Business Initiatives (NBI) /proposal activities.

Job Qualifications:
  • Active Secret clearance or higher required.
  • Working knowledge of multiple engineering disciplines with a strong focus RF systems, hardware, and software development.

  • Supervises cost estimates for travel, ad hoc support, and new tasks upon government request; works with program budget analyst on new tasks and to update monthly forecast with underway hours, travel, PTO, and relocations.
  • Validates labor, ODC, and travel CLINs on government invoices, and moves subcontractor invoices to government invoices.
  • Ensures Contract Data Requirements List (CDRL) documentation is accurate and delivered to the customer within specific reporting periods.
  • Coordinates payroll issues, validates timecards, approves relocation reports, updates overtime workbook, and performs additional payroll related functions.
  • Acts as the program’s Security Manager, tracking and coordinating SCI nominations / performing QA, checking personnel clearance status, and coordinating with corporate security.
  • Ensures GCC contacts, distribution lists, and security groups (Active Directory access) are properly updated, and requests user workstations as required.
  • Utilizes corporate and government enterprise systems (IFS, iCIMS, SIMS, etc.) to facilitate purchase requisitions, complete hiring manager tasks, check personnel clearance status, and perform other managerial functions.
  • Provides editing support for program publications and provides technical and managerial insight for contract related RFIs and documentation.
  • Supervises administrative functions, including Activity code updates for new / departing employees, completion of employee verification letters, management of travel / expense reports, and tracking and executing contract-specific requirements.
  • Serves as secondary liaison between company and Government for the Program, interfacing with Government contracting authorities, other agencies, technical representatives, and managers.
  • Acts to minimize / correct discrepancies that could impact the program.

QualificationsEducation / Certifications:
