This is a unique opportunity to work in the development of a global broadband satellite communication system and make a difference in bridging the digital divide.The Lead, Domestic Satellite Regulatory Affairs leads in the development and execution of Kuiper's U.S. regulatory strategy to enable the successful deployment, operation, and growth of the Kuiper NGSO broadband constellation. The candidate is focused on all domestic regulatory agencies impacting Kuiper, with a primary attention on the Federal Communications Commission (FCC), the primary licensing entity for the Kuiper system; other federal agencies include the National Telecommunications and Information Agency (NTIA), as well as other agencies impacting issues and regulations concerning satellites, spectrum, broadband services, and telecommunications.The candidate will have a business focus and work with engineering, business, legal, and policy professionals to execute licensing strategies, identify and support business opportunities, and maintain liaison with national, regional and international telecommunications organizations. He/she will shape regulations affecting non-geostationary satellite orbit (NGSO) communications systems, the access to and use of spectrum for satellite services, and other relevant regulations, in collaboration with relevant stakeholders.The ideal candidate will have experience developing national regulations and obtaining licenses for satellite systems, to include earth stations / gateway stations, user equipment, spectrum occupancy, and the provision of services to support the requirements of government customers. - Develop regulatory and licensing strategies for the FCC and other agencies to promote and benefit NGSO, spectrum, broadband, communications services, and U.S. leadership in space.
- Develop and execute on the licensing strategies to support the deployment, operation, and growth of the Kuiper constellation.
- Secure and maintain the necessary licenses to enable Kuiper services to support the requirements of customers, and ensure compliance with regulations, deadlines, and regulatory/fee requirements.

In this role, you will be responsible for developing and executing Kuiper's U.S. regulatory strategy. We operate globally, engaging with the ITU, regional/sub-regional regulatory organizations, regulatory authorities, and governments. We obtain the required ITU filings and licenses for Kuiper operations, coordinate spectrum, coordinate spectrum use with other satellite and terrestrial operators, and shape/promote space safety and sustainability. We are responsible for licensing of Kuiper facilities and services, and advocate for rules and regulations in the best interest of our customers at the national, regional and ITU levels, working with governments, trade associations, and operators. - Assist the Government in establishing high-level contract strategy and driving implementation of strategic contract opportunities.
- Post-Award Acquisition Support: Provide advice, recommendations, and document support to multiple disciplined offices in all areas of the acquisition post-award phase.
- Acquisition post-award support includes: Contract Administration, Contract Modification Support, Delivery/Task Order Support, financial tracking, attending PMRs/BMRs and providing analysis of progress, and Award Fee management.
- Provide contractual domain expertise in implementation, execution and administration for all aspects of contract management.
- Champion contract policy and procedure revision and improvement.
- Understand the business cases and have an appreciation of financial/analytical issues.
- Analyze significant, and/or unique contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, and policies.
- Manage contract change control process and support bid review and proposal requests.
- Develop negotiation strategy and lead negotiations on complex contractual issues.
- Correspond with Government and developers regarding contract status, requests for additional information, etc.
- Support project accounting functions regarding maintenance of contract files.
- Active TS/SCI clearance with CI Poly
- Bachelor's Degree
- DoD or IC experience preferred
