Responsibilities
  • Serve as office workplace representative in all short term and long-range facility planning efforts.
  • Organize and manage implementation of facility maintenance, office renovations, reconfigurations, furniture & finish installations.
  • Responsible for maintenance, repair, construction, and operation of facilities to ensure cost effective and reliable support.
  • Assist overseeing the maintenance, repair, construction, and operation of all assigned systems and supporting infrastructure. This includes responsibility for work control, planning, infrastructure, facility support, and operations.
  • Develop project scopes, prepare work orders, and obtain project authorizations for assigned projects.
  • Identify problems and develops solutions, such as allocation of resources or changing project scope.
  • Prepare, review, and present supporting documentation for military construction and facility renovation projects, socioeconomic and demographic studies, environmental documentation, information management requirements, and cost estimates.
  • Establish milestones and monitor adherence to master plans, budgets, and schedules.
  • Present briefings and studies to senior members as required.
  • Apply technical and/or military knowledge, skills, and experience, along with U.S. Army unique military engineering and intelligence knowledge, skills, and experience acquired during military service and training, to develop program management plans using Microsoft Project software.
  • Coordinate with military commander planning staff in theater to develop comprehensive plans to assure the disparate interests and responsibilities of supported and supporting organizations are recognized and included in master plans for relocation and realignment activities.
  • Plan utilization of space and facilities for supported facilities consistent with requirements of organizational efficiency and available facilities and funds.
  • Inspect building office areas, special purpose areas, and SCIFs, to evaluate suitability for occupancy, considering such factors as air circulation, lighting, location, size, and compatibility with the organization’s missions.
QualificationsEducation / Certifications:
  • Bachelor’s degree in Project Management, Business, Architecture, Engineering, or related field from an accredited university and 9-10 years of experience in facility project planning and operations management.
Security Clearance Requirement:
  • Must be a US Citizen with Final Top-Secret Clearance based upon a TIER 5 Background Investigation, and favorable eligibility determination for access to Sensitive Compartmented Information (SCI) IAW ICD 704.
  • Some positions or assignments may require a Counterintelligence (CI) Scope Polygraph, especially those requiring access to TDN2.
Experience / Skills:
  • Must have knowledge of and experience in developing solutions to unique security requirements inherent with US Top-Secret Sensitive Compartmented Information Facilities (SCIF) and their classified operations, including classified data processing protection.
  • Experience in the management of an operational military unit/activity or civilian equivalent is required.
  • Familiarity with all aspects of facility operation to include but not limited to HVAC, Mechanical and Electrical operations.
  • Previous support experience with DPW or similar entities required.
  • Possess excellent written and verbal communication skills to include a specific knowledge of technical military writing style and format.

ResponsibilitiesMajor Job Activities:
  • The Project Manager (PM) is responsible for the cradle to crave planning, executing, and closing of a simulation training focused delivery order. The PM is responsible for overall coordination, status reporting and stability of project-oriented work efforts. This role will establish and implements project management processes and methodologies to manage projects that are consistently delivered on time, within budget, and within quality standards. This resource will coordinate with business resources, and engineering teams to assemble project plans and teamwork assignments, directing and monitoring work efforts on a daily basis, identifying resource needs, performing quality reviews; and escalating scope, quality, timeline, and cost issues appropriately. Key Responsibilites:
  • Act as overall lead, manager, and administrator for project.

  • Support detailed and complicated diagnostics, troubleshooting, corrective maintenance, electronics monitoring, and teardown of complex Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) and systems supporting SIGINT, FISINT, GEOINT, HUMINT, CI, TECHINT and OSINT.
  • All Source Intelligence for tasking, collection, processing, exploitation, production, and dissemination at all echelons from tactical to national in multi-domain environments.
  • Conduct installation, de-installation, reconfiguration, modification work orders, and updates of computer hardware and software in local, regional, or global intelligence architectures including NIPRNet, SIPRNet, JWICS, TDN2, Special Access Programs (SAP) networks, and coalition networks.
  • Assist with configuration assessments, fielding, testing, modernization, reset, de-fielding, demilitarization, and disposal of sensitive equipment.
  • Inspect, test, diagnose, troubleshoot, repair and perform preventive maintenance on complex antenna and radio frequency distribution systems.
  • Perform tests on electrical, electro-optical, and electro-mechanical equipment using multi-meters, oscilloscopes, signal generators, spectrum analyzers, bit error rate testers (BERT), and signals survey equipment.

QualificationsEducation / Certifications:

  • Information assurance certifications for Tier III computer, servers, networks and global intelligence architectures integration and maintenance (six months waiver for Tier II certification).
  • Possess IAT Tier I and II as applicable for the roles and functions of computing environment positions.

  • Support the Building Partner Capacity (BPC) Program Support Team provides security cooperation logistics and management support to the 240 Division in pseudo-FMS case planning, administration, management, logistics, training, and financial matters. The Team evaluates, assesses, and makes recommendations regarding the planning and execution of BPC programs.

  • Routinely assess overall case/program status and provide advice on progress and relevant timelines. Provide quarterly Plan of Action and Milestones (POA&M) exhibiting actual case/program status against pre-defined expectations.
  • Provide advice, analysis, counsel, coordination, and prepare technical papers regarding strategic goals, protocol issues, meetings and symposiums, and conferences.
  • Employ Defense Security Assistance Management System (DSAMS), Security Cooperation Information Portal (SCIP), and related information management systems to support case management analysis.
  • Support FMS case lifecycle metric data calls.
  • Develop various reports and presentations for formal case reviews/meetings. Annotate such efforts in monthly report.
  • Provide International Cooperative programs support to include developing inputs to strategic plans, regional and country summaries, command briefs, process desk guides and other handbooks, metrics reporting, and other internal and external communications documents.
  • Provide International Agreements (IAs) support to include preparing and coordinating IA staffing packages; tracking the status of international cooperative agreements; providing support for negotiations; reviewing, validating, updating, and documenting the status of potential, in-process, and concluded IAs in SharePoint; developing and submitting IA tracking and reporting summaries by country or program as required, development of related briefings and other presentation materials.
  • Provide DoD International Agreements policy support, including International Agreements Generator support, DoD International Agreements Neighborhood Watch support, including providing input and promulgating guidance.
  • Provide Information Exchange Program support to include coordination with U.S. Technical Project Officers; preparation and coordination of International Agreements and Information/Data Exchange Annex (I/DEA) staffing packages; reviewing, validating, updating, and documenting the status of identified, proposed, and established I/DEAs in SharePoint; and developing and submitting I/DEA tracking and reporting summaries by country or program as required; and development of related briefings and other presentation materials.
  • Provide support and preparations for OSD-level and Navy engagements with foreign partners.
  • Maintain the International Agreements Division SharePoint site with accurate and up-to-date libraries and records.
  • Support the development, staffing, and coordination of documentation associated with the Engineer and Scientist Exchange Program(ESEP), as well as tracking of ESEP placement status in SharePoint.
  • Support the OSD and Navy Coalition Warfare Program (CWP) by assisting program managers and international agreement negotiators in developing, reviewing, and presenting program presentations and supporting documents for the OSD and Navy CWP selection process.
  • Assist in financial management and tracking of RDT&E accounts, including allocation of future budget-year resources, interaction with Navy IPO 04, program managers, and resource sponsor for preparation of fiscal allocation documents, and for tracking and reporting on fiscal obligations and expenditures versus benchmarks.

  • Experience:

  • Responsible for managing the development and maintenance of engineered labor standards for the operations departments at Sysco Sites and other Functional/Business Units through engineered standards software applications such as MOST, Labor Management system and the use of other traditional Industrial Engineering methods.
  • Responsible for managing and executing analytical evaluations of operational activities using various systems, such as Warehouse Management System, Labor Management system, Transportation systems, telematics, routing applications and other Business Technology systems via SQL/queries.
  • Lead operations team in engineering related areas such as work methods, ergonomics, process improvement, production thru-put, equipment downtime, and safety of the operator.
  • Leads onsite audits and performance validations with the engineering program including ensuring accurate system configurations.
  • Responsible for ensuring all Warehouse, Transportation and Labor Management system parameters and configuration data are accurately maintained as well as providing timely issue resolutions with the systems.
  • Conduct quality assurance reviews and audits pertaining to engineering documentation, validation of system configuration, formulation of data analysis and engineered standards updates (by job codes and departments).
  • Applies advanced Industrial Engineering methods for development of labor models, simulation and congestion models, regression analysis to optimize operational proessess while maximizing resource utilization.
  • Monitor associates’ use of prescribed methods, performance and productivity to assist Operations Management in performing associate evaluations, identifying expectations regarding performance levels (labor system).
  • Identify and quantify process improvement, value-add opportunities through data analysis, onsite observations and provide cost benefit evaluations for senior leadership decision-making.
  • Serve as the Subject Matter Expert for topics, discussions, and projects related to labor utilization, equipment and facility design, and labor costs and productivity.
  • Provide training on ELS, PWMs, Industrial Engineering, work measurement concepts and tools.
  • Accept additional responsibilities or special projects as requested as other duties may be assigned.

  • Experience with Time Study methodologies, MOST, MTM or Master Standard Data (MSD) including time study software and Labor Management Systems.
PREFERRED EXPERIENCE:
