WORKING CONDITIONS AND WORK HOURS

Support the ship and staff during installation, testing and problem isolation of C4ISR systems, and support ships while embarked during deployment. Provide end-to-end technical support for C4ISR, RF, and IT systems; assist CSG/ESG and other staffs with speed-to-capability technology insertions; provide feedback to COMNAVWAR/PEO C4I/PEO EIS on system performance, design and logistics issues.
Responsibilities
  • Act as Senior Technical Advisor to Strike Group Staff N6, provide assist in troubleshooting C4ISR issues and make recommendations concerning issue resolution and system employment and optimization.
  • Works with shipboard technicians, ship and staff officers, In-Service Engineering Activity (ISEA), Regional Maintenance Centers (RMC), installation engineers, Fleet Readiness Directorate staff, and others as required to ensure required end-to-end connectivity to satisfy fleet C4ISR requirements.
  • Documents issues and resolution of issues using INTELSHARE FSET Status Reports and after action reports. Provides reports to Fleet Readiness Directorate as directed.
  • Provides OJT on systems for shipboard and shore technicians. May be required to mentor civilian/government technicians.
  • Assist shipboard technicians in preparation of systems for inspections. Assist with System Operation and Verification Testing (SOVT).
  • Candidate must be capable of working independently with little or no supervision in a high operations tempo environment, and be willing to work a flexible schedule, including shipboard deployments of 8-12 weeks and overseas travel. Premium pay will be paid for underway periods. Other than normal working hours may be required.
QualificationsMinimum Qualification:
  • BS in Information Technology (or equivalent technical degree) or 8+ years technical experience in related discipline required.
  • 6+ years of experience with DoD enterprise or Navy networks. Fleet experience highly desired.
  • 6+ years of experience in troubleshooting networks and operating system issues across multiple systems.
Preferred Certifications:
  • IAT2 certifications required for IA (Security+ CE or equivalent) required. IAT2 for OS highly desired
  • Windows Server, CISCO and VMWare training/certifications highly desired.
Skills:

  • Assist the client's Contracting Officer (CO) and Contracting Officer's Technical Representative (COTR) with acquisition planning, execution and administration.

  • Provide Lead support to the customer in executing program requirements to ensure cost, schedule, and performance goals are achieved.
  • Assist program office personnel with management of daily operations, leveraging expertise and sound judgment to plan and accomplish objectives effectively.
  • Demonstrate thorough knowledge of Department of Defense (DoD) requirements, NAVSEA Program Office operations, policies, and schedules related to shipbuilding and acquisition programs.
  • Deliver comprehensive program management, acquisition, and logistics support to the NAVSEA Program Office in a collaborative team environment.
  • Utilize expertise in DoD Planning, Programming, Budgeting & Execution (PPBE) processes.
  • Track deliverables, manage tasks, and develop program milestones, objectives, and acquisition strategies to support strategic planning and execution.
  • Review and provide recommendations for business and strategic plans, procurement policies, and contract documentation, ensuring compliance with DoD 5000 series requirements and ACAT I/II program standards.
  • Analyze and develop inputs for program briefings, acquisition documentation, correspondence, and change proposals.
  • Support meeting coordination and program reviews, including preparing agendas, capturing actions, tracking statuses, and delivering actionable insights.
  • Conduct production management analysis, identifying trends, forecasting, and assessing ship production progress.
  • Prepare and deliver detailed reports, including Ship Program Reviews (SPR), Trials and Delivery Briefs, and Quarterly Execution Reviews (QER).
  • Maintain and manage government SharePoint sites, ensuring accurate documentation and tracking of program data.
  • Build and sustain relationships with stakeholders, including senior government leadership, external agencies, and supporting commands, effectively communicating programmatic goals and updates.
Basic Qualifications:
  • Bachelor's degree with a minimum of 10 years of relevant experience.
  • Proven experience with the Naval Sea Systems Command or Navy Program Executive Office.
  • Expertise in program and financial management support within a government contracting environment.
  • Demonstrated ability to develop briefings, reports, and white papers for senior DoD leaders.
  • Proficiency in subcontractor and vendor management, including interpreting Statements of Work (SOWs), tracking funding, and approving invoices.
  • Advanced skills in the Microsoft Office Suite (Word, Excel, PowerPoint, SharePoint, Outlook).
  • Strong organizational, time management, problem-solving, and communication skills with exceptional attention to detail.
  • Active Secret security clearance verifiable in DISS, or the ability to obtain one.
Preferred Qualifications:
  • Project Management Professional (PMP) certification.
  • Relevant senior-level program and/or financial management experience.
  • Familiarity with the Maritime Administration and DoD statutory and regulatory requirements for acquisition programs.
