- Key Responsibilities:
- Manages the day-to-day tasking, performance, and effectiveness of a diverse team of engineers, developers, and delivery professionals developing and deploying solutions and technologies including Identity and Access Management, Wide Area and Local Area Networking, Cloud-based on On-prem Infrastructure, Cybersecurity tools, and more.

- Leads the development and growth of the team including hiring, training, coaching and evaluating team members. Provides work direction to technical staff and contract staff. Determines appropriate coverage for all hours of operation.
- Develops new capabilities, integrations, and automations to create highly agile, adaptable, and resilient orchestrated solutions to benefit end users and IT staff alike.
- Provides expert technical leadership and troubleshooting when called upon. Contributes to improving overall problem-solving efforts often and coordinating to ensure outside vendors and other support personnel and/or organizations are leveraged appropriately. Leads complex multi-system problem/root-cause scenarios and major modernization efforts.
- Automates and codifies policies, configurations, and methods for the provisioning and management of the host operating systems, software, devices, and services effectively operationalizing things like Infrastructure-as-code, Compliance-as-Code, Self-healing networks, Automated Testing/SRE, etc.
- Develops and delivers performance-based KPI’s to uphold high standards of the technology being deployed, as well as the processes and people delivering it.
- Provides exceptional communication and collaboration between Business Stakeholders, technical teams, and operational staff to ensure a consistent and effective Enterprise Architecture, Design/Engineering standards, and a robust backlog of qualified work products aligned to Strategic objectives.
- Develops procedures, programs and documentation to enhance and assist Operations and Support teams responsible for delivering and enabling technology to the Enterprise.
- Stays current with technological developments in systems design, technology and recommends ways to take advantage of new technology
- Develops and contributes to new and existing technology and business road maps
- Provides innovation and process improvement recommendations and oversees implementation
- Interfaces with, and contributes to overall success of other IT teams, including Service Desk, Administration/Operations, Cyber Security, Business Applications, and International Operations
- Education: One year related experience may be substituted for each year of education, if degree is required.

The Deputy SEAS Manager provides overarching support to the department's leadership, architects, and engineers by helping to facilitate day-to-day operations as well as long-term initiatives.
Responsibilities
- Leading multidisciplinary project teams, tiger teams, and working groups focused on new or improved technological solutions.
- Developing and managing project schedules, milestones, resources, and tasks to align project velocity with target delivery dates.
- Colleting, defining, refining, and tracking requirements throughout the systems development lifecycle.
- Working with engineers to draft test plans and strategies to ensure high quality products are delivered in accordance with customer expectations.
- Assisting architects and engineers with documenting and implementing foundational elements that standardize system design and delivery.
- Evaluating existing SEAS processes and providing recommendations that improve efficiency in accordance with applicable OCIO governance processes.
- Participating in engagements and promoting communication between between OCIO departments, partners, stakeholders, and end users.
- Developing and maintaining formal documentation for technical and functional technologies and processes (i.e., SOPs, charters, policies, workflows, manuals, CONOPs, RACIs, SLAs, etc.).
- Delivering and presenting briefings, statuses, schedules, and progress to SEAS and OCIO leadership.
- Performing other duties as assigned by the SEAS Manager.
- MINIMUM QUALIFICATIONS:
- Shall have 5 or more years of progressive, hands-on experience architecting, engineering, administering, and/or managing security enterprise information system projects in one or more of the following areas: endpoints, networks, servers, virtualization, storage, software, cybersecurity, or cloud.
- Demonstrated proficiency and expertise in the following areas:
- Leading multidisciplinary teams and managing complex projects in accordance with the project management framework, Scrum, Agile, or similar methodology.
- Understanding of systems development lifecycle methodologies such as waterfall, spiral, agile software development, rapid prototyping, incremental, synchronize and stabilize, and/or DevSecOps.
- Gathering, documenting, and managing delivery of technical and functional requirements for IT solutions.
- Working with diverse stakeholders, prioritizing and assigning tasks, removing blockers, managing risk, tracking and reporting statuses, and briefing senior leadership on progress.
- Developing formal technical documentation, such as workflow diagrams, standards, procedures, user stories, policies, SLAs, test plans, roadmaps, briefings, etc.
- Excellent written, verbal, communication, presentation, and training skills with the ability to articulate new ideas and concepts to technical and nontechnical audiences, as well as senior-level executives.
- Shall meet the Cyber IT/Cybersecurity Workforce CSWF Requirements Research & Development Specialist (661) for SECNAV M 5239.2 compliance (Navy Cool Website).
- This position will require an active DoD TS/SCI clearance and the ability to obtain and maintain a Counterintelligence (CI) Polygraph.
- Bachelor’s degree in Computer Science, IT, Cybersecurity, or Data Science from an accredited University;
- Certified Information Systems Security Professional (CISSP); or
- CompTIA Advanced Security Practitioner (CASP+); or
- Certified Ethical Hacker (CEH); or
- CompTIA Security+ CE
- Professional project management certification, such as Project+, CAPM, PMP, or similar.
- Experience planning, designing, engineering, testing, deploying, and maintaining large-scale Enterprise information systems. Understanding of IC, DoD, or Department of the Navy policies and practices governing IT.
- Exposure to architectural frameworks commonly used in Government agencies, such as DoDAF.
